关于AVS3音频标准必要专利的召集公告
鉴于《信息技术 智能媒体编码 第3部分：音频》已经由中关村视听产业技术创新联盟于2023年1月30日颁布为团体标准T/AI 109.3-2023，《信息技术 虚拟现实内容表达 音频》已经由中关村视听产业技术创新联盟于2023年12月7日颁布为团体标准T/AI 125-2023，为支撑AVS3标准产业应用和推广，AVS专利池管理中心已启动AVS3音频标准专利池的筹建工作。
AVS系列专利池建设将遵循以下原则：
（1）最大程度的将所有包含必要权利要求的专利吸收在内的原则；
（2）诚实信用原则；
（3）自愿参与原则；
（4）非排他性原则；
（5）非歧视性的管理原则。
AVS系列专利池提供的专利许可将遵循以下原则：
（1）公平非歧视性原则；
（2）专利许可模式简易可行原则；
（3）有竞争力的许可费用原则。
请认为持有AVS3音频标准必要专利的单位或个人，按照《AVS专利池独立评估提交指南》，向AVS专利池管理中心提出评估申请。AVS专利池管理中心将组织AVS专利池独立评估专家对收到的专利进行必要性评估。

Call for Essential Patents for AVS3 Audio Standard
Whereas "Information Technology Smart Media Coding Part 3: Audio" had been published by the Zhongguancun Audio Video Industry Technology Innovation Alliance as the group standard T/AI 109.3-2023 on January 30, 2023, and "Information Technology Virtual Reality Content Representation Audio" had been published by the Zhongguancun Audio Video Industry Technology Innovation Alliance as the group standard T/AI 125-2023 on December 7, 2023, in order to support the AVS3 standard for industrial application and promotion, the AVS Patent Pool Administration has launched the preparation of the AVS3-P2 patent pool.
The management principles of AVS Patent Pool:
(1) Inclusion
(2) In Good Faith
(3) Voluntary Participation
(4) Non-exclusive
(5) Non-discriminatory
The license principles of AVS Patent Pool:
(1) RAND
(2) Simple and feasible patent licensing mode
(3) Competitive licensing fee
Any entitie or individual that hold potentially essential patent for AVS Audio Standard, please submit the application for evaluation to the AVS Patent Pool Administration in accordance with the Guidelines for Submission of Independent Evaluation of AVS Patent Pool. AVS Patent Pool Administration will arrange for the independent evaluator to conduct the evaluation of the received patents.
The legal entity of the AVS Patent Pool Administration is "Beijing Qizhi Technology Co., Ltd.".
