The General Administration of Quality Supervision, Inspection and Quarantine and the Standardization Administration of China issued the National Standard Announcement ([2013] No. 27), and approved the issuance of the Information Technology – Advanced Coding of Audio and Video Part 2: Video (Revised) (GB/T 20090.2-2013) and the Information Technology – Advanced Coding of Audio and Video Part 10: Mobile Speech and Audio (GB/T 20090.10-2013) as national standards. The standards will be officially implemented on July 15, 2014 (see the National Standard Announcement of the People's Republic of China [2013] No. 27).

AVS2 lossless audio coding was promulgated by IEEE as the IEEE 1857.2-2013 standard and officially published. IEEE 1857.2-2013 includes lossless and lossy compatible solutions, with the latter including the first-generation AVS lossy audio coding. If the code stream is completely decoded, the audio can be restored without data distortion, and the partial decoding can also play back high-quality audio. This new feature opens the door to a variety of new applications.

Technical Requirements and Measurement Methods of AVS+ HD Encoder was issued by the State Administration of Press, Publication, Radio, Film and Television as an industry standard (GY/T 271-2013), which was effective immediately. This standard has promoted the popularization and application of visual and audio coding standard with independent intellectual property rights in China, and is of great significance to improving and ensuring the product quality of AVS+ HD encoders and ensuring the quality of high-definition TV systems.

Beijing Municipal Civil Affairs Bureau issued the Administrative Licensing Decision, allowing the Zhongguancun Audio-Visual Industry Technology Innovation Alliance (AVS Industry Alliance) to prepare for the establishment, and to apply to the registration management authority for registration within 6 months. The AVS Industry Alliance, which has been operating to promote the industrialization of AVS for many years, has finally received the "Birth Certificate" as a legal person.
