With the support of the Media Sub-Committee of the National Information Technology Standardization Committee and the National "863" Program on Intelligent Computer Theme in the Information Field (now the Computer Software and Hardware Theme), China’s researchers began to track the development of the international MPEG (ISO/IEC JTC1/SC29/WG11) standards and technologies. The Media Sub-Committee appointed Professor Gao Wen from the Institute of Computing Technology, Chinese Academy of Sciences as the Head of Delegation to formally participate in the work of the International MPEG Expert Group, thus changing the situation in which China only listened to other's proposals or expressed some opinions in the aspect of MPEG standard formulation in the early days.
